Ip and Domain Can not Connect

Please disable Cloud Flare first (make the cloud Grey and not Orange).

I took off CloudFlare, but still not effective.
Ping ip remains active, but no connection.

Most likely you have a firewall blocking port 80.
As you are using CentOS, please read this thread and confirm is it is the same issue http://forums.sentora.org/showthread.php?tid=1510

I do not understand much about the VPS.
However I tried the command:
iptables -A INPUT -m state --state NEW -m tcp -p tcp --dport 80 -j ACCEPT
service iptables save
service iptables restart
But inefficient.

service iptables stop

and check without the firewall.

Seem apache is down.

Check

service httpd restart

as most services are responding and likely apache crashing here. You need to check apache logs. why it's crashing ( as you rebooted).
