I just installed sentora 1.0.3 on centos 7 I will let you know if the mail works for xbilling.
I can confirm that mail does work in xBilling as I just installed it on a fresh sentora installation and I am receiving mails.
Did you Install it without making any changes except changing it from zpanel to sentora? I reinstalled sentora like five times and xbilling is still not sending emails.Everything works but the emails roundcube is working.
No one that had the email issue or staff has posted any fix to the problem.I can't use sentora until I can fix this issue.I've been trying to figure this problem out for like 2 months now ON MY OWN.No one seems to have a solution or at least they haven't posted it.

I know this sounds simple but you never know, have you checked that the mail just isn't received into the spam folder?
I know when I was testing it for some reason mails sent manually, via roundcube or a mail client, were going straight into the inbox but mail from automatic stuff ie. xbilling were going into the spam folder.

Just tried with username "fuzzy" and "example.com" and I received no e-mail. 
There's no point doing sandbox to test the payment until the e-mails are working, but for future reference you would login to PayPal's developer website and get a sandbox buyer & seller username and password and then change the xbilling config as follows:
Website Setting > Email Address = paypal sandbox seller e-mail.
Payment Settings > Edit.
Change in the PayPal form:

To:
Code: https://sandbox.paypal.com/cgi-bin/webscr
Payment Methods > Edit
Change "Business E-mail" to paypal sandbox seller email.

Having said that it won't connect to your "support@xbilling.....tk" address that you're using in the xbilling module so I'm gonna hazard a guess as maybe it's sending e-mails from that subdomain? If so you'll you need to setup MX/mail DNS records for the xbilling subdomain to point at the same place as your standard domain. I could be wrong but it's all I can think of at the moment. :/

MX point to SERVER IP ADDRESS
EDIT: I noticed it's a CNAME so it shouldn't actually make a difference with the MX record, back to square one again it seems, I'm just coming up with ideas here haha
