This is by design to help prevent spammers and to allow the lost password function work. You can not use the same email for multiple accounts. if a client loses their password... how do they recover it? They get an email. Just like Google and all the rest. So if multiple accounts have the same email, how do they recover their password? Yeah, you get what I'm saying
