That's correct, nobody ever fixed it. I think the suggested fix was to change it from an hourly check to a daily check in the controller.ext.php (Some changed it to run weekly.)
What happens is the backups start, and if not done in a decent amount of time it starts another backup. (Flag checking?)
To disable, go to Module Admin > Backup Config > Disable everything except purge backups (Will delete all backups eventually.)
The Backup Module is something different. (Manual backup)
This is why it is disabled by default during install. (Just checked my CentOS VM, already disabled.)
