You seem that you have problem with firewalls.
1. allow filezilla from Windows Firewall. If you want to test it, make the firewall disabled temporarily
2.check router firewall. Open nat settings. Make 21 port redirection from external to your computer local ip.
3.. start filezilla service and then check your ports from https://www.yougetsignal.com/tools/open-ports/ , https://ping.eu/port-chk/
If you still cannot connect it, check your ISP if they use CGNAT or not. If so, you have to buy fixed IP service from your ISP.
