We refer to them as 'Static pages' and they are found in /etc/zpanel/panel/etc/static/ (Win: C:\zpanel\panel\etc\static)
They are just standard html and php pages that you can edit with any text or web editor.
I have also created this module: Error Page Editor - This allows you and your customers to edit and customize their Error pages or restore the originals.
To install (using terminal):

zppy repo add addons.sentora.org/modules
zppy update
zppy install error_pages

Then go into Module Admin and activate it for the groups you would like to use it.
