1. What's the issue here ? The users can't access any files outside of their account, you can try and see. Openbasedir is jailing it so?
2. Ram use depend on your server load. You can remove some modules from apache and check MySQL load. You can disable dovecot or bind if you don't use IMAP & DNS server.
