Just tried with username "fuzzy" and "example.com" and I received no e-mail.
There's no point doing sandbox to test the payment until the e-mails are working, but for future reference you would login to PayPal's developer website and get a sandbox buyer & seller username and password and then change the xbilling config as follows:
Website Setting > Email Address = paypal sandbox seller e-mail.
Payment Settings > Edit.
Change in the PayPal form:
To:Code:https://www.paypal.com/cgi-bin/webscr
Code:https://sandbox.paypal.com/cgi-bin/webscr
Payment Methods > Edit
Change "Business E-mail" to paypal sandbox seller email.
Then in the file xbilling front end edit "ipn_listener.php"
On line 52 Change:
To:Code:https://www.paypal.com/cgi-bin/webscr
Code:https://sandbox.paypal.com/cgi-bin/webscr
You can then "pay" for a package with the PayPal buyer e-mail address and test it all works.
When done, be sure to set everything back to how it was before.
Anyway, in reference to the e-mail issue I just checked your ports and it appears that 25, 110 and 143 are closed which is strange if roundcube works but try this anyway...
EDIT: OK so the MX testing website seems to connect OK to the server.

Run this in SSH, reboot the server just for good measure and try again with the xbilling signup:
EDIT: The below code is for Debian based systems, if you're running CentOS unfortunately I don't know much about it or what firewall it uses but the equivalent of opening the mentioned port numbers on there is what we need here...
Code:sudo ufw allow 25 && sudo ufw allow 110 && sudo ufw allow 143
I'm no expert by any means but I like to help if I can, hope this is of some assistance.

I disabled the firewall. Can you try to sign up again?
How did you check to see what ports are open?
