xbilling loads slow

I saw the news notice about IPv6 issues causing some modules to load slow. I have been having the same issue since an update on Ubuntu14.04.5 LTS. I have IPv6 disabled, always have. I also made the change to gai.conf file as suggested. But I my xbilling still loads slow. As far as I can tell this is the only one loading slow. I have updated, looked in logs, turned on debug, enable PHP debug. I can't seem to figure out why xbilling is loading so slow. It works just fine. Just take a very long time to load.
Anyone else seen this? Any other ideas of how to resolve it? I don't see this in an older backup. So it must be something that Ubuntu pushed as an update that changed something.
