FTP is working on local IP, but not Public

FTP is working on local IP, but not Public
I can connect on local FTP but when I try from the public IP I get errors.
even with all ports 1-5000 forwarded, and fire wall disabled it is still not working.

Are trying to connect using SSL ?

Current setup support only non-SSL thru port 21.

from the local network its connecting fine, for some reason the ftp server is trying to force connection to the local IP address. I can setup an ftp server on a windows server on my network and with the ports pointed at that one it works fine, so it leads me to think its a settings issue and not a router/firewall issue.


Just a little background on my setup,
I was running a windows based system just fine, but wanted to switch over to an all Linux based system.
I'm not an expert on Linux systems, but I'm tying to learn, therefore a reason I'm switching most of my systems over to Linux. I'm having issues with ftp and also getting my email system setup. under windows my email and ftp servers were working fine, so I hope its just a settings issue.
