Hebrew URL's Wont Work - Wordpress

I have CentOS 6.6 with sentora and i install wordpress with paralinks in hebrew the broswer show the hebrew url but the server show this error
i try HTACCESS and it dosent help... what can i do?? 
check again .htaccess.
Url rewriting works fine in WP. M B
