Can anyone please Guide me How to create RDNS (Reverse DNS) In Centos Or Ubuntu.

You can't. As your ISP and IP manager only can do that.

For OVH for example you create a valid A record that point to the IP and then Thru the panel set it as reverse. As long it resolves correctly, it will work fine.
